Từ ngày 1/11/2021, tỉnh Kiên Giang bắt đầu thí điểm đón du khách nội địa đến Tỉnh và từ ngày 20/11/2021 thí điểm đón du khách quốc tế đến Phú Quốc sử dụng “hộ chiếu vắc-xin”.
Nhằm từng bước phục hồi thị trường khách du lịch nội địa đến tỉnh Kiên Giang đảm bảo mục tiêu kép vừa phát triển kinh tế vừa phòng, chống dịch Covid-19, góp phần tạo được nguồn thu cho ngành du lịch và các ngành liên quan, ngày 21/10, Chủ tịch UBND tỉnh Kiên Giang Lâm Minh Thành đã ký ban hành Kế hoạch phục hồi và thu hút khách du lịch nội địa đến Kiên Giang.
Từ ngày 1/11/2021, tỉnh Kiên Giang bắt đầu đón du khách nội địa đến tỉnh
Theo Kế hoạch, lộ trình khôi phục hoạt động du lịch nội địa được thực hiện 2 giai đoạn. Trong đó, giai đoạn 1 (giai đoạn thí điểm) từ ngày 1/11 – 30/11/2021. Về thị trường khách, căn cứ tình hình thực tế trong việc kiểm soát dịch bệnh tại các tỉnh, thành phố để lựa chọn các thị trường khách đảm bảo tiêu chí “an toàn”. Trước mắt sẽ triển khai thí điểm đón khách nội tỉnh, khách ngoài tỉnh từ các địa phương có mức độ dịch ở cấp độ 1 và cấp độ 2 (nguy cơ thấp đến nguy cơ trung bình). Chú trọng thị trường khách du lịch nội tỉnh và một số tỉnh lân cận “vùng xanh”. Khuyến khích khách đi du lịch theo chương trình tour trọn gói của các đơn vị kinh doanh du lịch lữ hành.
Về địa điểm đón khách du lịch của tỉnh, lựa chọn các địa điểm vui chơi giải trí, các khu, điểm du lịch thuộc các địa bàn vùng xanh để thực hiện việc mở cửa đón khách du lịch nội địa: Rạch Giá, Phú Quốc, Hà Tiên, Kiên Hải.
Giai đoạn 2, từ ngày 1/12/2021 – 31/12/2022. Về thị trường khách trên cơ sở kết quả triển khai của giai đoạn 1 và tình hình thực tế tại các địa phương, sẽ mở rộng các thị trường khách phù hợp với tình hình mới, đặc biệt là các thị trường khách truyền thống có kết nối đường bay trực tiếp đến Phú Quốc như: Hà Nội, Thanh Hóa, Nghệ An, Lâm Đồng, Đà Nẵng, Hải Phòng… Chú trọng phân khúc khách du lịch là người Việt Nam, người nước ngoài đang sinh sống và làm việc tại Việt Nam với các chương trình nghỉ dưỡng tham quan du lịch dịp giáng sinh và tết dương lịch, du lịch hè….
Về địa điểm đón khách du lịch của tỉnh, mở rộng phạm vi đón khách tại các khu, điểm tham quan, du lịch, vui chơi giải trí thuộc các vùng du lịch trọng điểm của tỉnh đã cơ bản kiểm soát được dịch bệnh: Rạch Giá, Hòn Đất, Hà Tiên, Kiên Lương, Phú Quốc, Kiên Hải, U Minh Thượng.
Khách du lịch có thể đi theo đoàn, theo chương trình tour của các đơn vị kinh doanh du lịch lữ hành hoặc tự tổ chức chuyến tham quan du lịch đảm bảo các tiêu chí an toàn trong hoạt động du lịch theo quy định.
UBND tỉnh Kiên Giang cũng quy định tiêu chí đối với khách du lịch nội địa. Theo đó, đối với khách sử dụng phương tiện đường bộ cần có chứng nhận tiêm đủ liều vắc-xin phòng Covid-19; hoặc đã khỏi bệnh Covid-19 trong vòng 6 tháng tính đến thời điểm đến Kiên Giang tham quan du lịch (có giấy ra viện hoặc giấy xác nhận khỏi bệnh Covid-19).
Đối với khách sử dụng phương tiện vận chuyển từ bờ ra đảo, phương tiện hàng không, phải đáp ứng điều kiện như khách sử dụng phương tiện đường bộ đồng thời phải có kết quả xét nghiệm SARS-CoV-2 bằng phương pháp RT-PCR hoặc xét nghiệm nhanh kháng nguyên âm tính trong vòng 72 giờ trước khi đến Kiên Giang tham quan du lịch.
Đối với khách đi từ vùng dịch ở cấp độ 4, hoặc cách ly y tế vùng (phong tỏa) phải có kết quả xét nghiệm PCR âm tính với SARS-Cov-2 trong thời gian 72 giờ kể từ khi nhận kết quả.
Người nước ngoài đang sinh sống, làm việc tại Việt Nam đến tham quan du lịch tại Kiên Giang thực hiện đầy đủ các tiêu chí như đối với khách du lịch trong nước.
Đối với trẻ em, học sinh đi cùng người thân chưa được tiêm vắc-xin phải có kết quả xét nghiệm PCR âm tính với SARS-CoV-2 trong thời gian 72 giờ kể từ khi nhận kết quả.
Tất cả du khách phải có cam kết và chấp hành nghiêm các quy định về phòng, chống dịch khi đến tham quan du lịch tại Kiên Giang. Thực hiện tốt thông điệp “5K”, khai báo y tế theo quy định hoặc quét mã QR và thực hiện theo hướng dẫn phòng, chống dịch tại địa phương theo từng thời điểm.
Trong thời gian tham quan du lịch tại Kiên Giang, du khách phải tuân thủ yêu cầu về xét nghiệm, tầm soát, xét nghiệm sàng lọc của cơ sở kinh doanh du lịch và Trung tâm chỉ huy phòng, chống dịch Covid-19 Tỉnh, của địa phương nơi du khách đến tham quan du lịch (nếu có).

Theo đó, lựa chọn đối tượng khách du lịch quốc tế đến từ các quốc gia và vùng lãnh thổ có độ an toàn cao về phòng, chống dịch bệnh Covid-19 tại một số khu vực như: châu Âu, Trung Đông, Đông Bắc Á, Đông Nam Á, Bắc Mỹ, Châu Úc…
Khách du lịch quốc tế nhập cảnh qua Cảng hàng không quốc tế Phú Quốc, thông qua các chuyến bay thuê bao chuyến (charter flight).
Yêu cầu khách có chứng nhận tiêm đủ liều vắc-xin phòng Covid-19 được cơ quan có thẩm quyền tại Việt Nam công nhận. Thời gian tiêm mũi 2 ít nhất 14 ngày và không quá 12 tháng tính đến lúc nhập cảnh vào TP. Phú Quốc. Hoặc có chứng nhận đã được điều trị khỏi bệnh Covid-19 được cơ quan có thẩm quyền tại Việt Nam công nhận. Thời gian từ lúc xuất viện tính đến ngày nhập cảnh vào Phú Quốc không quá 6 tháng.
Có giấy xét nghiệm SARS-CoV-2 bằng phương pháp RT-PCR/RT-LAMP trong vòng 72 giờ trước khi xuất cảnh và được cơ quan có thẩm quyền của nước sở tại thực hiện xét nghiệm cấp chứng nhận (bằng tiếng Anh) với kết quả khẳng định âm tính.
Trẻ em dưới 18 tuổi có giấy xét nghiệm SARS-CoV-2 bằng phương pháp RT-PCR/RT-LAMP trong vòng 72 giờ trước khi xuất cảnh và được cơ quan có thẩm quyền của nước sở tại thực hiện xét nghiệm cấp chứng nhận (bằng tiếng Anh) với kết quả khẳng định âm tính được phép đi cùng cha mẹ, hoặc người giám hộ đã được tiêm chủng đầy đủ theo quy định.
Có vé máy bay khứ hồi, có đăng ký tham gia chương trình tour du lịch trọn gói của doanh nh nghiệp lữ hành do tỉnh Kiên Giang đề xuất; có mua bảo hiểm y tế.
Thời gian triển khai thí điểm trong 6 tháng, sau khi người dân và người lao động tại TP.Phú Quốc được tiêm đủ liều vắc-xin.
Cụ thể, từ ngày 20/11/2021, tổ chức đón một số chuyến bay thuê bao (charter flight) đến Phú Quốc để vận hành thử nghiệm quy trình đón, phục vụ khách để đánh giá, rút kinh nghiệm.
Từ ngày 20/12/2022, sẽ triển khai thực hiện theo lộ trình như sau:
Giai đoạn 1 (từ 20/12/2021 đến 20/03/2022), thí điểm đón từ 3.000-5.000 khách/tháng, thông qua các chuyến bay thuê bao chuyến, triển khai phục vụ khách trong phạm vi, địa điểm hạn chế.
Giai đoạn 2 (từ 20/3/2022 đến 20/6/2022), sau khi đánh giá kết quả giai đoạn 1 triển khai thí điểm, nếu đảm bảo yêu cầu sẽ đề xuất mở rộng quy mô dự kiến đón từ 5.000-10.000 khách/tháng.
