Giữ rừng… được bò

“Đồng bào Rắc Lây ở đây vẫn sống dựa vào rừng nhiều chứ. Nhưng theo cách khác – tích cực và bền vững hơn” – ông Cao Văn Đen chia sẻ về cách giữ rừng. Có thể xem cách giữ rừng ở vùng đồng bào người Rắc Lây là kinh nghiệm hay mà nhiều địa phương có thể học hỏi.

Một quyết định đúng

Là một trong những gia đình đầu tiên theo sự điều động của chính quyền về sinh sống tập trung tại thôn Cầu Gãy (từ năm 1997); nay lại được tín nhiệm bầu làm Bí thư thôn Cầu Gẫy, nên trong câu chuyện với chúng tôi – ông Cao Văn Đen luôn trăn trở về việc làm sao để đồng bào trong thôn có cuộc sống tốt hơn.

Thôn Cầu Gãy (xã Vĩnh Hải, huyện Ninh Hải, tỉnh Ninh Thuận) – nơi ông Đen sinh sống – có 83 hộ đều là đồng bào người dân tộc Rắc Lây. Trước kia đời sống bà con chủ yếu dựa vào rừng (Vườn Quốc gia Núi Chúa hiện nay). Từ săn bắt thú, khai thác mật ong, phong lan, quả rừng, hạt rừng, gỗ rừng… đến chặt cây rừng để bán. Rừng vừa là nhà, vừa là nguồn sống của cả thôn.

Sau này, khi Vườn Quốc gia Núi Chúa trở thành nguồn tài nguyên được quản lý và bảo vệ nghiêm ngặt, 38/83 hộ trong thôn Cầu Gẫy trở thành những hộ nhận khoán bảo vệ rừng do thuộc địa bàn nằm trong vùng đệm của Vườn Quốc gia Núi Chúa.

Với 1.000 héc-ta rừng được giao quản lý, mỗi gia đình được chi trả trung bình 1 triệu đồng/tháng/hộ. Ban đầu, tiền công bảo vệ rừng được trả đủ cả cho bà con, nhưng do không biết tính toán, nên nhiều hộ nhận tiền xong không biết làm sao để đồng tiền sinh sôi. Một số hộ thì chỉ đợi tiền về để lo… thanh toán cho các quán bán đồ nhậu.

Trước thực tế này, Ban Quản lý Vườn Quốc gia Núi Chúa đã họp bàn với bí thư, trưởng thôn và các đoàn thể trong thôn Cầu Gẫy để đi đến thống nhất: Cứ 6 tháng, Vườn Quốc gia Núi Chúa sẽ chi trả tiền bảo vệ rừng một lần. Bà con chỉ được nhận về 40% số tiền, 60% còn lại, Ban Quản lý giữ lại để mua bò, giao cho các hộ chăn nuôi.

Ban đầu, quyết định này vấp phải sự phản đối kịch liệt của nhiều hộ dân ở Cầu Gẫy. “Khi ấy, tôi cùng các đoàn thể trong thôn phải giải thích, vận động bà con là để cấp trên họ giữ tiền giùm, có như thế thì mới có khoản lớn. Bà con nghe ra, đồng ý thực hiện từ đầu năm 2017. Với số tiền giữ lại, mỗi lần bốc thăm có 15 hộ nhận được bò. Đến nay, hơn 60 con bò giống sinh sản được mua và phát cho các hộ tham gia bảo vệ rừng” – Bí thư Cao Văn Đen phấn khởi chia sẻ.

Là người rất tích cực với các hoạt động giúp đỡ đồng bào Rắc Lây sống trong vùng đệm của Vườn Quốc gia Núi Chúa thoát nghèo – ông Trần Văn Tiếp, Phó trưởng Ban Ban Quản lý Vườn Quốc gia Núi Chúa cho biết: Thực tế, Vườn Quốc gia Núi Chúa đã và đang có rất nhiều hoạt động hỗ trợ sinh kế bền vững cho đồng bào Rắc Lây ở 8 thôn sống trong vùng đệm nhưng quyết định giữ lại tiền khoán bảo vệ rừng để mua bò giúp bà con đang phát huy hiệu quả cao nhất. Trước năm 2019, số tiền 60% giữ lại được Ban Quản lý Vườn Quốc gia Núi Chúa quản lý, đến khi mua bò, cán bộ của Ban sẽ trực tiếp đi mua cùng bà con. Tuy nhiên, từ năm 2019, số tiền này đã được giao trực tiếp cho Bí thư thôn là ông Cao Văn Đen quản lý, thông qua một tài khoản do Ban Quản lý Vườn Quốc gia Núi Chúa mở, đứng tên ông Đen.

Được biết, sau hơn 3 năm triển khai việc mua bò, từ 60 con bò giống sinh sản ban đầu, đến nay thôn Cầu Gẫy đã có thêm gần 20 con bê. Thay vì những bất đồng ban đầu, nay hộ nào cũng vui vì nhận được bò, hộ có bò đã sinh thêm bê, còn vui hơn.

Với Bí thư Cao Văn Đen, bận rộn quản lý tiền cho 38 hộ, nhưng ông Đen cũng rất phấn khởi vì cả 60 con bò mua về đều được bà con chăm sóc cẩn thận và sinh trưởng khỏe mạnh. “Trước kia, những chương trình giảm nghèo thường mua bò ở địa phương khác về phát cho bà con. Nhiều con bò nhận về, chỉ sau một thời gian ngắn là chết vì chới nước. Nên lần này, chúng tôi yêu cầu, hộ nào đến lượt được mua bò chỉ tìm kiếm bò sinh sản ở trên địa bàn xã, mua được bò có nguồn gốc rõ ràng của anh em, họ hàng thì càng tốt… Với cách làm này, bò mua về đều sống khỏe 100%. Vui hơn cả là tinh thần bảo vệ rừng nhờ đó cũng tăng lên rõ rệt. Chuyện phá rừng giờ được xem như chuyện cấm kị ở thôn. Hộ nào cũng cố gắng làm thật tốt việc bảo vệ rừng. Không ai muốn ra khỏi danh sách được tham gia khoán bảo vệ rừng vì bất cứ lý do gì!”.
