Đề xuất 5 trường hợp được lưu thông giữa TP.HCM và 5 tỉnh lân cận

Công nhân, chuyên gia, người dân đi khám chữa bệnh, đến sân bay Tân Sơn Nhất đi nước ngoài giữa TP.HCM và 5 tỉnh được tạo điều kiện thuận lợi trong việc lưu thông khi dịch Covid-19 từng bước được kiểm soát.

Người dân từ TP.HCM về quê trong đợt dịch cao điểm hồi tháng 8.2021

Ngày 30.9, Phó chủ tịch UBND TP.HCM Lê Hòa Bình đã gửi dự thảo phương án tổ chức giao thông cho một số trường hợp có nhu cầu thường xuyên lưu thông giữa TP.HCM và 5 tỉnh: Đồng Nai, Bình Dương, Long An, Tây Ninh và Bà Rịa – Vũng Tàu để 5 tỉnh nêu trên góp ý.

Cách đây 2 tuần, lãnh đạo 6 địa phương đã có buổi làm việc về liên kết vùng trong công tác phòng chống dịch Covid-19 và phục hồi kinh tế; trong đó thống nhất việc tạo điều kiện thuận lợi nhất cho các nhóm đối tượng lưu thông thường xuyên và phương án đảm bảo an toàn trong giai đoạn dịch bệnh Covid-19 chưa kiểm soát hoàn toàn.
Theo dự thảo phương án, có 5 nhóm thường xuyên lưu thông gồm: vận tải hàng hóa; đưa đón công nhân, chuyên gia; hoạt động công vụ; khám chữa bệnh và đưa đón đến sân bay Tân Sơn Nhất.

Tạo điều kiện đón người lao động vào TP.HCM làm việc

Thứ nhất là hoạt động vận tải hàng hoá, các phương tiện vận tải hàng hoá lưu thông đến và lưu thông ngang qua TP.HCM phải có giấy nhận diện (có mã QR). Đối với phương tiện có lộ trình quá cảnh qua thành phố thì không được dừng, đỗ trong suốt quá trình lưu thông qua thành phố, trừ trường hợp bất khả kháng như: phương tiện bị hư hỏng, sự cố kỹ thuật, về sức khỏe của người trên xe.
Thứ hai là hoạt động đưa đón công nhân, chuyên gia do các doanh nghiệp tổ chức đưa đón từ các tỉnh, thành đến trụ sở sản xuất đóng trên địa bàn TP.HCM và ngược lại phải đáp ứng 2 điều kiện: đã tiêm vắc xin phòng Covid-19 mũi thứ nhất đủ 14 ngày hoặc đã khỏi bệnh Covid-19; và kết quả xét nghiệm âm tính với SARS-CoV-2 còn hiệu lực.

Người lao động từ các tỉnh về TP.HCM phải tiêm ít nhất 1 mũi vắc xin Covid-19

Xe đưa rước công nhân phải là ô tô khách từ 10 chỗ trở lên; xe vận chuyển chuyên gia là ô tô đến 9 chỗ thuộc sở hữu của đơn vị, xe cá nhân của chuyên gia hoặc thuê đơn vị kinh doanh vận tải.
Về tổ chức đi lại, các công ty, doanh nghiệp xây dựng phương án vận chuyển công nhân, chuyên gia cụ thể, thông qua đơn vị đầu mối là Ban Quản lý khu chế xuất và công nghiệp, Ban Quản lý Khu công nghệ cao, UBND các quận, huyện và TP.Thủ Đức, các hiệp hội để đăng ký phương tiện, lộ trình, thời gian hoạt động gởi đến Sở GTVT làm thủ tục cấp giấy nhận diện.
Đối với chiều ngược lại, Sở GTVT tỉnh, thành phố cấp giấy nhận diện cho phương tiện của các đơn vị đưa đón công nhân, chuyên gia từ TP.HCM đến làm việc tại địa phương mình sau khi thống nhất phương án.
Tài xế điều khiển phương tiện phải thực hiện nghiêm nguyên tắc “một cung đường, hai điểm đến”; không được dừng, đỗ dọc đường, trừ trường hợp khẩn cấp; mang theo danh sách và kiểm soát chặt chẽ người đi xe.
Thứ ba, công chức, viên chức của các tổ chức chính trị xã hội, các sở ban ngành của các tỉnh, thành phố tham gia hoạt động công vụ trên địa bàn TP.HCM và ngược lại di chuyển bằng ô tô phải đáp ứng 3 điều kiện: tiêm vắc xin mũi 1 đủ 14 ngày hoặc đã khỏi bệnh Covid-19, kết quả xét nghiệm âm tính với SARS-CoV-2 và giấy tờ liên quan đến hoạt động công vụ như: thư mời, giấy giới thiệu của cơ quan.
Thứ tư, người dân từ các tỉnh đến TP.HCM để khám chữa bệnh (ngoại trừ trường hợp cấp cứu) phải có giấy chứng nhận kết quả xét nghiệm âm tính với SARS-CoV-2 còn hiệu lực (trong vòng 72 giờ kể từ thời điểm lấy mẫu) và đảm bảo một trong 2 điều kiện sau: giấy chuyển viện hoặc giấy hẹn tái khám của bệnh viện tại TP.HCM; hoặc xác nhận của chính quyền địa phương (cấp phường, xã) cho phép di chuyển đến TP.HCM để khám chữa bệnh.
Giấy xác nhận cần thể hiện đầy đủ thông tin về: người đi khám bệnh, người điều khiển phương tiện và phương tiện.

Người dân có vé máy bay đi nước ngoài sẽ được tạo điều kiện di chuyển đến sân bay Tân Sơn Nhất

Thứ năm, hoạt động đi đến sân bay Tân Sơn Nhất, thực hiện theo hướng dẫn của Bộ GTVT tại công văn số 8272 ngày 11.8 và công văn số 8573 ngày 18.8 về tiếp tục hỗ trợ đưa người có vé máy bay đi nước ngoài đến cảng hàng không quốc tế để thực hiện chuyến bay.Sau ngày 30.9, TP.HCM tiếp tục duy trì các chốt kiểm soát tại khu vực cửa ngõ thành phố. Lực lượng chức năng sẽ kiểm soát phương tiện vận tải hàng hóa và xe đưa rước công nhân, chuyên gia thông qua giấy nhận diện (có mã QR) qua khai báo trên địa chỉ vantai.drvn.gov.vn hoặc mã QR qua khai báo trên địa chỉ suckhoe.dancuquocgia.gov.vn (hoặc ứng dụng VNEID).
