Với quy mô 50 ha, tổng vốn đầu tư dự kiến gần 4.000 tỷ đồng, Đại học FLC sẽ được xây dựng theo mô hình “đô thị đại học” đầu tiên tại Quảng Ninh. Mô hình này sẽ lấy trường đại học làm trung tâm, còn các công trình vệ tinh khác phục vụ nhu cầu “xưởng thực hành” quy mô lớn của học viên.
Trường Đại học FLC (theo dự thảo đề án trước đây là Trường Đại học Quốc tế Công nghệ – Du lịch – Hàng không Hạ Long) là trường đại học tư thục hoạt động không vì lợi nhuận, đào tạo đa ngành do Tập đoàn FLC đầu tư xây dựng.

Mô hình này sẽ lấy trường đại học làm trung tâm, còn các khu đô thị, khu thương mại dịch vụ với các doanh nghiệp trực tiếp sản xuất, cung ứng dịch vụ là vệ tinh phục vụ nhu cầu cho các học viên trong quá trình đào tạo, có thể nói là những “xưởng thực hành” quy mô lớn.
Kế hoạch đào tạo mùa đầu tiên của trường dự kiến sẽ diễn ra vào cuối năm 2020 với quy mô tuyển sinh ban đầu là 600 sinh viên và tăng lên 6.100 sinh viên vào năm 2024.
Hướng tới mục tiêu nằm trong bảng xếp hạng các trường đại học hàng đầu khu vực và thế giới, Đại học FLC sẽ xây dựng cơ sở giáo dục hệ đại học và sau đại học đổi mới trong phương pháp và chương trình giảng dạy, giúp học viên được học tập trong môi trường giáo dục đẳng cấp quốc tế. Từ đó, trường sẽ tạo ra nguồn cung nhân lực chất lượng cao, góp phần khắc phục căn bản thực trạng thiếu hụt lực lượng lao động tại Quảng Ninh nói riêng và Việt Nam nói chung.
Được tư vấn xây dựng bởi các chuyên gia giáo dục hàng đầu trên thế giới, dự án thành lập trường Đại học FLC cơ bản đã hoàn thiện những đề xuất ban đầu và đang trong giai đoạn tiếp tục hoàn thiện theo ý kiến của các bộ, ngành trước khi chính thức trình Thủ tướng Chính phủ phê duyệt.
Song song với quá trình này, hoạt động hợp tác với các đối tác uy tín hàng đầu trong và ngoài nước về phát triển chương trình giáo dục tiêu chuẩn quốc tế cũng đang được trường xúc tiến triển khai và bước đầu đạt được những thoả thuận tích cực.
Về công tác nhân sự, Đại học FLC dự kiến cần tới 214 giảng viên cơ hữu và 92 giảng viên thỉnh giảng để triển khai kế hoạch đào tạo đã đề ra. Trong đó, các giảng viên cơ hữu sẽ đảm nhận trên 70% khối lượng chương trình đối với mỗi chuyên ngành đào tạo.
Dự kiến số lượng giảng viên cơ hữu có trình độ thạc sĩ chiếm ít nhất 30%, trình độ giáo sư và tiến sĩ ít nhất 25%.
Theo ban lãnh đạo FLC, thông tin thành lập cũng như định hướng phát triển của Đại học FLC đang nhận được sự quan tâm rộng rãi của các chuyên gia trong lĩnh vực đào tạo đại học và sau đại học tại Việt Nam.
Trường cho biết ngay sau khi các thông tin ban đầu được công bố, Đại học FLC đã nhận được nhiều lời đề nghị hợp tác đến từ các giáo sư, phó giáo sư, tiến sĩ… uy tín trong các lĩnh vực công nghệ cao, du lịch và hàng không.
Nhằm chuẩn bị sẵn sàng cho cho việc thành lập chính thức, Đại học FLC mong muốn mở rộng hợp tác với các giáo sư, phó giáo sư, tiến sĩ, các chuyên gia đầu ngành trong và ngoài nước với tư cách là giảng viên hữu cơ và giảng viên thỉnh giảng trực tiếp tham gia giảng dạy, trao đổi, liên kết, nghiên cứu khoa học tại trường nhằm khai thác thế mạnh của các bên.
