Đó là hai dự án Điện khí và Kho khí hóa lỏng ở Thanh Hóa và Điện lực LNG Hải Lăng ở Quảng Trị.
Góp ý cho Danh mục quốc gia các dự án kêu gọi đầu tư nước ngoài giai đoạn 2021-2025, Bộ Công thương đã đề nghị loại 3 dự án trong lĩnh vực hạ tầng năng lượng khỏi danh mục.
Đó là Dự án Hệ thống đường ống dẫn khí mỏ Báo Vàng về Quảng Trị; Dự án Nhà máy Điện khí và Kho khí hóa lỏng tại Khu kinh tế Nghi Sơn (Thanh Hóa) và Dự án Trung tâm Điện lực LNG Hải Lăng (Quảng Trị).
Lý do là vì, dự án mỏ khí Báo Vàng chưa được nhà thầu lập kế hoạch phát triển đại cương (ODP) và kế hoạch phát triển mỏ (FDP), và vì thế, chưa có các thông tin cụ thể về hệ thống thiết bị, đường ống dẫn khí, thời điểm mỏ bắt đầu khai thác.
Với hai dự án còn lại, là vì cả hai dự án này đều đang được xem xét, bổ sung tại Dự thảo Quy hoạch Điện VIII, mà bản quy hoạch này thì chưa được Thủ tướng Chính phủ thông qua.
Khu kinh tế Nghi Sơn
Tuy vậy, sau khi xem xét, Bộ Kế hoạch và Đầu tư đề xuất giữ lại dự án hệ thống đường ống dẫn khí mỏ Báo Vàng về Quảng Trị, bởi dự án này đã trong quy hoạch, còn thông tin về hệ thống thiết bị sẽ được cụ thể hóa khi có nhà đầu tư vào triển khai.
Đối với hai dự án còn lại, tiếp thu ý kiến của Bộ Công thương, Bộ Kế hoạch và Đầu tư đã tạm thời đưa ra khỏi Danh mục quốc gia các dự án kêu gọi đầu tư nước ngoài giai đoạn 2021-2025. Sau khi Quy hoạch Điện VIII được phê duyệt, thì sẽ cập nhật, bổ sung hai dự án này vào Danh mục.
Dự án Nhà máy điện khí và Kho khí hóa lỏng tại Nghi Sơn (tỉnh Thanh Hóa) trước đây được đề xuất với công suất 5.000 MW, quy mô 4-6 tỷ USD.
Trong khi đó, Dự án Trung tâm điện lực LNG Hải Lăng (Quảng Trị) công suất 4.500 MW, được đề xuất với quy mô 4,5 tỷ USD.
Ngoài các dự án kể trên, còn có 3 dự án trong lĩnh vực công nghiệp ô tô cũng đã được đưa ra khỏi Dự thảo Danh mục. Lý do là chưa có đầy đủ thông tin để đánh giá tính hiệu quả, khả năng tiêu thụ sản phẩm, kết nối các chuỗi cung ứng và tính khả thi trong thu hút đầu tư nước ngoài.
Khi góp ý Dự thảo Danh mục, Bộ Công thương cũng cho rằng, hiện ngành công nghiệp ô tô Việt Nam chỉ đang thực hiện gia công cho các hãng vì nguồn nhân công giá rẻ, còn linh kiện thì vẫn đang nhập khẩu từ chính hãng. Do đó, Bộ Công thương đã đề nghị làm rõ tính khả thi của việc thu hút đầu tư nước ngoài vào các dự án này.
Đó là các dự án Tổ hợp Nhà máy Sản xuất và Lắp ráp ô tô (sản xuất và lắp ráp ô tô đến 9 chỗ) tại KCN Lam Sơn – Sao Vàng, tỉnh Thanh Hóa với công suất 100.000 xe/năm, tổng vốn đầu tư 1-3 tỷ USD; Dự án Nhà máy Sản xuất và Lắp ráp ô tô tại KCN Đô thị – Dịch vụ Becamex Bình Định công suất 30.000-50.000 xe/năm, tổng vốn đầu tư 250 triệu USD; và Dự án Nhà máy Sản xuất và Lắp ráp ô tô tại KCN Hoàng Mai I, thị xã Hoàng Mai (tỉnh Nghệ An) với diện tích 100 ha, tổng vốn đầu tư 215 triệu USD.
Ngoài ra, trong Dự thảo Danh mục mới, cũng đã bổ sung 3 dự án mới. Đó là Dự án Bệnh viện Đại học Quốc gia TP.HCM; Dự án trường Đại học quốc tế tại Hòa Lạc; và Dự án Bệnh viện Đa khoa tại Hòa Lạc (thuộc Dự án Đầu tư xây dựng Đại học Quốc gia tại Hòa Lạc).
Các dự án trên đều nằm trong quy hoạch đã được phê duyệt và thuộc ngành nghề ưu đãi đầu tư.
Như vậy, sau khi tiếp thu ý kiến của các bộ ngành, Dự thảo Danh mục quốc gia các dự án kêu gọi đầu tư nước ngoài 2021-2025 có 157 dự án, với tổng vốn đầu tư dự kiến 71,46 tỷ USD.
