Bộ Khoa học & Công nghệ thường phân loại doanh nghiệp làm 4 nhóm để thúc đẩy trong kỷ nguyên số: Doanh nghiệp vừa và nhỏ, Doanh nghiệp đầu đàn, Doanh nghiệp khoa học công nghệ và Startup, theo Thứ trưởng Bùi Thế Duy.
” Đổi mới sáng tạo là yêu cầu tất yếu đối với mọi doanh nghiệp trong mọi thời kỳ, chứ không chỉ trong giai đoạn hiện nay… Và kể cả khi thành công rồi chúng ta vẫn tiếp tục phải thực hiện”, Thứ trưởng Bộ Khoa học & Công nghệ Bùi Thế Duy chia sẻ trong phiên tọa đàm “Câu chuyện đổi mới sáng tạo – Từ thế giới đến Việt Nam” trong khuôn khổ Diễn đàn CEO 2019.
Khi được hỏi về các chủ trương của Bộ trong thúc đẩy chuyển đổi số ở Việt Nam, Thứ trưởng Duy cho biết, Bộ thường phân loại doanh nghiệp làm 4 nhóm để thúc đẩy.
– Nhóm 1 – Doanh nghiệp vừa và nhỏ
“Khoảng 96% – 98% doanh nghiệp Việt Nam là doanh nghiệp vừa và nhỏ. Chắc chắn thời điểm này chúng ta không thể tập trung đầu tư vào câu chuyện sáng tạo công nghệ mới mà nên tập trung vào giai đoạn 1 và giai đoạn 2 – Đổi mới và cải tiến dây chuyền thiết bị sản xuất”, Thứ trưởng Duy nói.
– Nhóm 2 – Doanh nghiệp đầu đàn như Viettel , FPT…
Nhóm doanh nghiệp này có thể tập trung vào giai đoạn cuối của đổi mới sáng tạo – Tự sáng tạo công nghệ.
– Nhóm 3 – Doanh nghiệp khoa học công nghệ
– Nhóm 4 – Startup
Startup chính là nhóm có thể bước ngay vào công nghệ mới nhất của thế giới, vì có lợi thế phát triển nhanh với ý tưởng mới mà không bị cản trở bởi bộ máy điều hành, quản trị cồng kềnh kèm theo, theo Thứ trưởng.
Hiện Bộ Khoa học & Công nghệ tập trung hỗ trợ doanh nghiệp chuyển giao công nghệ, đặc biệt với các nước phát triển trên thế giới, có chương trình hỗ trợ tại chỗ cho các doanh nghiệp đầu tàu để nghiên cứu phát triển mới trong các chương trình nghiên cứu khoa học.
Với nhóm startup, những hỗ trợ cho nhóm này thể hiện rất rõ trong Đề án “Hỗ trợ hệ sinh thái khởi nghiệp đổi mới sáng tạo quốc gia đến năm 2025” (thường được gọi tắt theo tên Quyết định là Đề án 844), nhằm thúc đẩy các doanh nghiệp khởi nghiệp được hình thành, đặc biệt trên nền tảng công nghệ mới nhất.
Các nhóm doanh nghiệp khoa học công nghệ và nhóm công nghệ cao cũng đã có những chính sách ưu đãi đặc biệt về thuế…
Liên quan đến việc thúc đẩy đổi mới sáng tạo tại Việt Nam, Bộ Kế hoạch và Đầu tư cũng đang xây dựng Đề án “Thành lập Trung tâm đổi mới sáng tạo quốc gia”. Theo đó, dự thảo đề xuất các ưu đãi gồm được giao đất không thu tiền sử dụng đất trong tối đa 50 năm trong Khu Công nghệ cao Hòa Lạc, được miễn toàn bộ chi phí liên quan đến đất, bao gồm cả tiền đền bù, giải phóng mặt bằng; không phải ký quỹ bảo đảm thực hiện dự án.
Được hưởng mức thuế suất thuế thu nhập doanh nghiệp 10% trong suốt thời gian thực hiện dự án; được miễn thuế thu nhập doanh nghiệp 4 năm kể từ khi có thu nhập chịu thuế và giảm 50% số thuế phải nộp trong 9 năm tiếp theo như ưu đãi quy định tại Quyết định số 53/2004 của Thủ tướng Chính phủ.
Đồng thời, doanh nhân khởi nghiệp sáng tạo được giảm 50% số thuế thu nhập cá nhân phải nộp, ngang bằng mức ưu đãi về thuế thu nhập cá nhân đối với các cá nhân nhân lực công nghệ cao làm việc trong lĩnh vực công nghệ thông tin tại Nghị quyết 41 của Chính phủ.
