Với mức vốn đầu tư “khủng”, dự án Habico Tower tọa lạc tại đường Phạm Văn Đồng (Bắc Từ Liêm – Hà Nội) từng được xếp vào diện dự án bất động sản “siêu sang”. Tuy nhiên sau nhiều năm triển khai, dự án này bị bỏ hoang, nhiều hạng mục xuống cấp gây lãng phí và mất mỹ quan đô thị.

Habico Tower là dự án của Công ty cổ phần Hải Bình (Habico) làm chủ đầu tư.

Thực hiện từ năm 2008-2010, dự án được xây dựng trên khu đất hơn 4.490m2 bên đường Phạm Văn Đồng, với vốn đầu tư khoảng 220 triệu USD (hơn 5 nghìn tỉ đồng).

Theo thiết kế ban đầu, Habico Tower có 2 tòa tháp với chiều cao 180m, với 4 tầng hầm và 36 tầng nổi. Dự án có chức năng là tòa nhà thương mại, dịch vụ, khách sạn, văn phòng và nhà ở cao cấp cho thuê.

Tại thời điểm chào bán năm 2011, mức giá từ 4.000 USD/m2 sàn chung cư của dự án này thực sự gây sốc cho giới bất động sản cả nước. Với mức giá này, căn hộ rẻ nhất của tòa tháp có giá 21 tỉ đồng và căn hộ đắt nhất lên tới 85 tỉ đồng.

Không những vậy, dự án còn hướng đến một kỷ lục trong xây dựng bằng việc hoàn thành một tầng nhà chỉ trong vòng 7 ngày. Tốc độ xây dựng được đẩy nhanh nhưng chất lượng luôn phải là tốt nhất và sẽ hoàn thành trong năm 2011.

Tuy nhiên, vào tháng 5.2011, khi nhà thầu dự án tiến hành căng cáp dự ứng lực tại sàn tầng 9 khối căn hộ thì xảy ra sự cố bê tông sàn bị phá hủy dẫn đến việc ngừng thi công vô thời hạn của Habico Tower.

Sau khi xảy ra sự cố cộng với một số rắc rối về mặt tài chính, nhà đầu tư Dong Ri Won gần như rút hết về nước, chỉ để lại một đơn vị nhỏ. Đến nay, dự án này vẫn chỉ là những khối bê tông hiu quạnh.

Theo ghi nhận PV, Habico Towe vẫn có bảo vệ túc trực hàng ngày.

Nhiều hộ dân cho biết, sau khi bị bỏ hoang, dự án này trở thành tụ điểm hút trích của nhiều đối tượng xấu. Anh N.V.B, một người dân sinh sống gần dự án cho biết: “An ninh gần đây bị ảnh hưởng. Tối đến là có mấy người vào đó hút chích. Ở gần nên nhà tôi đã từng xảy ra tình trạng mất đồ”.

Đặc biệt, việc bỏ hoang lâu, không có chế tài buộc chủ đầu tư phải hoàn thiện dự án khiến các khu dân cư mất mỹ quan, ảnh hưởng đến quá trình đô thị hóa.

Dự án Tòa tháp Habico đang được thế chấp tại BIDV Thăng Long. Từ năm 2013 đến nay, Công ty Hải Bình không có khả năng trả nợ cho ngân hàng. Tổng dư nợ tính đến ngày 30.4.2013 là 10.448.352,46 USD. Chủ đầu tư còn có tranh chấp với các bên đối tác, đang chờ Tòa án nhân dân TP.Hà Nội giải quyết.

Theo đánh giá của cơ quan công an, nếu không có biện pháp xử lý dứt điểm thì dự án Tòa tháp Habico khó có thể tiếp tục triển khai, gây thiệt hại tới nhiều tổ chức, cá nhân; ảnh hưởng tới môi trường thu hút đầu tư nước ngoài tại Việt Nam. Bên cạnh đó, Nhà nước sẽ tiếp tục thất thu tiền thuế đất; tiền thuế thu nhập của doanh nghiệp.

Cơ quan An ninh điều tra Bộ Công an kiến nghị UBND TP.Hà Nội phối hợp với các Bộ, ngành có liên quan kiểm tra, xem xét lại việc giao đất, cho thuê đất, cấp Giấy chứng nhận quyền sử dụng đất và Giấy chứng nhận đầu tư cho Công ty Hải Bình.
