Trong khi ở Mỹ, châu Âu, các ông lớn sản xuất ô tô vẫn đang loay hoay với bài toán xe điện hay xe xăng, Trung Quốc đã phổ cập xong xe điện tại nhiều đô thị, các công ty xe điện phát triển bài bản trong khi chính phủ hỗ trợ hết mức cho chính sách này.
Vào một buổi chiều tháng 8/2018, tại một bến xe bus ở khu thương mại Nam Sơn, Thâm Quyến, Trung Quốc, không khí tràn ngập tiếng chim hót ríu rít trong một công viên gần đó. Một người phụ nữ đang mải lướt web trên chiếc điện thoại thông minh của mình đã không nhận ra xe bus đang đến điểm dừng. Chỉ đến khi cánh cửa mở ra với tiếng bíp bíp, một người đàn ông hét ầm ĩ bên trong xe bus, cô ta mới giật mình và nhảy lên xe. Đường phố ở đây hoàn toàn vắng lặng, ngoại trừ âm thanh “vo ve” của những chiếc xe bus điện.
Từ sau năm 1980, Thâm Quyến trở thành đặc khu kinh tế đầu tiên của Trung Quốc. Những âm thanh náo nhiệt của ô tô, đường cao tốc, xe tải giao hàng, còi báo động, xe bus, nhà máy, tàu hoả và vô số xe máy đã trở thành đặc trưng của thành phố này – nơi có hơn 20 triệu người sinh sống và hàng trăm nhà máy sản xuất thiết bị công nghệ cao.
Đó là hình ảnh của Thâm Quyến trước đây. Ngày nay, người ta gọi Thâm Quyến là “thành phố yên lặng”.
Thời khắc quan trọng bậc nhất đánh dấu sự chuyển mình của Thâm Quyến đến từ năm 2003, khi thành phố bắt đầu cấm xe máy chạy xăng. Thành quả tức thì của lệnh cấm này là sự trỗi dậy của xe đạp điện. Người dân có thể có thể sử dụng xe đạp điện để đi quanh thành phố mà không cần giấy phép. Nhưng sau đó, những chiếc xe đạp điện trở thành mối đe doạ vì người lái không tuân thủ luật giao thông và cản trở người đi bộ. Chính quyền thành phố sau đó lại cấm xe đạp điện với khoảng 500.000 chiếc bị đưa vào bãi rác.
Năm 2013, Trung Quốc tung một loạt biện pháp chống ô nhiễm trên toàn quốc trong bản “kế hoạch hành động chống ô nhiễm không khí” gồm hạn chế sử dụng than, cấm bổ sung hoạt động đốt than mới. Tháng 7/2013, Trung Quốc tiếp tục công bố kế hoạch mới, đặt mục tiêu doanh số cho xe điện đạt 2 triệu xe/năm kể từ năm 2020. Thâm Quyến ngay lập tức áp mức phí rất cao cho giấy phép lưu hành xe xăng, đồng thời cung cấp chỗ đỗ xe miễn phí cũng như ưu đãi thuế cho người mua xe điện. Thành phố cũng yêu cầu tất cả các xe tải mới phải chạy bằng điện và 20.000 xe tải chạy diesel phải bị loại bỏ. Các dịch vụ gọi xe công nghệ cũng buộc phải sử dụng xe điện.
Năm 2018, Thâm Quyến ghi nhận chất lượng không khí ở mức tốt kỷ lục trong 15 năm. Đây cũng là thành phố có chất lượng không khí tốt bậc nhất ở Trung Quốc. Trong vòng 3 năm kể từ 2016, gần 60.000 xe tải hạng nhẹ và xe van chạy điện được khai thác tại Thâm Quyến. Gần như toàn bộ taxi tại đây đều là xe điện. Ước tính, những động thái này giúp thành phố giảm được 120 triệu lít dầu diesel và 300 triệu lít xăng mỗi năm. Thậm chí, xe chở rác tại Thâm Quyến cũng là xe chạy điện. Trong kế hoạch của Thâm Quyến, hàng loạt loại xe chuyên dụng khác như xe quét đường, xe trộn xi măng cũng sẽ được “điện hoá”. Họ cũng yêu cầu đơn vị quản lý các cảng và sân bay sử dụng phương tiện chạy điện để khai thác vận chuyển.
Nếu Thâm Quyến là thành phố tiên phong trong việc thay thế động cơ đốt trong thì BYD được xem là “Ford mới” của trong ngành xe điện Trung Quốc. BYD chính là đơn vị cung cấp toàn bộ các dòng xe bus điện, xe tải và taxi điện cho Thâm Quyến.
Trụ sở chính của công ty này ở Thâm Quyến với hơn 37.000 nhân viên chuyên sản xuất các linh kiện cho ô tô, bus và taxi điện. Hầu hết sản phẩm của họ chỉ bán ở Trung Quốc như một phần trong kế hoạch tổng thể của chính phủ Trung Quốc để biến quốc gia này thành một cường quốc xe điện.
Người sáng lập của BYD – tỷ phú Wang Chuanfu – nhận định thị trường Trung Quốc với khoảng hơn 300 triệu xe (vào năm 2019)sẽ được điện hoá gần như toàn bộ vào năm 2030. Nhận định này thậm chí còn tham vọng hơn cả những gì chính phủ Trung Quốc đưa ra – điện hoá 20% phương tiện vận tải vào năm 2025. “Nó sẽ diễn ra nhanh hơn kỳ vọng”, Wang nói.
BYD nhận đầu tư của tỷ phú Warren Buffet cũng như chính phủ Trung Quốc và đang vươn mình mạnh mẽ nhưng nếu phải kể đến cái tên khiến phương Tây e ngại, đó phải là Nio – một công ty Nhà nước khác.
Nio chỉ có một nhà máy, bán được 7.200 xe vào tháng 1/2021 và chưa bao giờ có lợi nhuận. Mỗi chiếc xe họ bán ra hiện nay cũng chịu lỗ lên đến hàng nghìn USD. Tuy nhiên, giá trị vốn hoá của Nio lại ở mức 82 tỷ USD, vượt qua cả General Motors và Ford của Mỹ. Cổ phiếu của họ trên sàn New York tăng gần 30 lần trong năm 2020.
Họ cũng còn cách rất xa danh hiệu nhà sản xuất xe điện lớn nhất Trung Quốc. Thực tế, 2 thương hiệu xe điện lớn nhất Trung Quốc là Tesla và một liên doanh giữa GM và 2 công ty Nhà nước Trung Quốc có tên Hongguang với mẫu xe giá chỉ xấp xỉ 5.000 USD.
Tuy nhiên, New York Times nhận định Nio có nhiều tiềm năng để chiếm lĩnh thị trường Trung Quốc cũng như chuỗi cung ứng cho các loại phương tiện chạy điện. Trong khi Tổng thống Mỹ Joe Biden còn đang cân nhắc xem chính phủ nên đầu tư bao nhiêu tiền vào xe điện thì Trung Quốc đã có 14 năm đầu tư vào mảng này.
Nio sở hữu lợi thế cực lớn về nguồn cung linh kiện giá rẻ từ hàng loạt các nhà sản xuất thiết bị điện tử và linh kiện xe hơi nội địa. Mục tiêu của Nio là tung ra những chiếc xe điện phổ thông giá 25.000 USD. Mặc dù vậy, thời điểm hiện tại xe điện của họ vẫn đắt ngang Tesla. Chẳng hạn, mẫu sedan phổ thông nhất của hãng là ET7 có giá từ 58.500 USD với pin 70 kWh, đi được 310 dặm cho mỗi lần sạc. Nio hứa hẹn ra mắt phiên bản nâng cấp vào năm sau với pin tốt hơn, cho quãng đường di chuyển gấp đôi hiện tại.
“Không phải người mạnh nhất hay thông minh nhất mới tồn tại lâu nhất. Đó phải là người thích ứng nhanh nhất với thay đổi”, CBC dẫn lời Charles Darwin để nói về những nỗ lực của Trung Quốc trong cuộc chơi xe điện.
Quả thật, quốc gia này đã dạy cho Mỹ và các nước phương Tây một bài học về cách thích ứng và thay đổi nhanh nhẹn trước xu hướng mới của thị trường. Không phải ngẫu nhiên mà doanh số xe điện của Trung Quốc tăng 42% trong 3 tháng đầu 2020. Đó là thành quả của cả thập kỷ nỗ lực của chính phủ nước này thông qua các chính sách khuyến khích phát triển xe điện.
Chẳng hạn, từ năm 2009 Trung quốc đã tung khẩu hiệu: “10 thành phố, 1000 phương tiện”, đặt mục tiêu 10.000 xe sử dụng nhiên liệu mới, gồm xe bus, taxi và các phương tiện công cộng khác tại mỗi 10 thành phố sau 3 năm.
Năm 2010, xe sử dụng nhiên liệu mới (NEV) tiếp tục được liệt vào 7 chiến lược kinh tế mới của Trung Quốc. Chính sách của Trung Quốc cũng khuyến khích phát triển hầu hết các lĩnh vực trong ngành xe điện từ nghiên cứu, sản xuất phát triển, tiêu chuẩn sản xuất, trợ giá, giảm thuế cho ngành xe điện. Theo Trung tâm nghiên cứu công nghệ ô tô Trung Quốc, hơn một nửa sự phát triển của ngành NEV tại Trung Quốc hiện nay có được nhờ chính sách trợ giá của chính phủ.
Chính sách của Trung Quốc cũng tập trung mạnh mẽ vào việc cải tiến công nghệ, chẳng hạn đẩy phạm vi sử dụng của pin xe điện. Chẳng hạn năm 2018, chính phủ quyết định không trợ giá cho những mẫu xe điện có tầm hoạt động dưới 150 km trong khi trợ giá cho những mẫu xe có tầm hoạt động trên 400 km ở mức gần 7.200 USD. Trung Quốc cũng chú trọng đến cải thiện hạ tầng sạc, nâng cao tiêu chuẩn kỹ thuật cho cộng nghệ sạc và pin.
Chưa hết, họ còn tung ra các chính sách liên quan đến đăng ký phương tiện cũng như đặc quyền ưu tiên trên đường phố. Chẳng hạn, người dùng tại nhiều thành phố ở Trung Quốc phải đợi nhiều tháng để đăng ký xe xăng nhưng sẽ không mất một ngày chờ đợi nào nếu đăng ký xe điện. Đến tháng 2/2019 có ít nhất 12 thành phố tại Trung Quốc giảm phí đỗ xe cho NEV. Chẳng hạn tại Hefei, người sử dụng xe điện được đỗ xe 5 tiếng/lần, 2 lần/ngày miễn phí tại các bãi xe do chính quyền địa phương quản lý.
Theo Canalys, 1,3 triệu xe điện đã được xuất xưởng tại Trung Quốc trong năm 2020, chiếm 41% thị phần toàn cầu, trong khi cả châu Âu cũng chỉ đạt 42%, còn Mỹ là 2,4%. Năm 2021, con số này ước tính tăng 50%, đạt 1,9 triệu chiếc.
