Ngày 28.10, TS.BS Nguyễn Văn Vĩnh Châu, Phó giám đốc Sở Y tế TP.HCM có tờ trình khẩn UBND TP về việc triển khai Nghị quyết 128 của Chính phủ.
Theo đó, để “Thích ứng an toàn, linh hoạt, kiểm soát hiệu quả dịch Covid-19” theo Nghị quyết 128 và chỉ đạo của UBND TP.HCM, Sở Y tế TP.HCM đã tổ chức họp với các chuyên gia y tế để lấy ý kiến về các biện pháp đảm bảo an toàn phòng, chống dịch Covid-19 cho các lĩnh vực hoạt động theo phân công của UBND TP.HCM.
Sở Y tế đề xuất UBND TP.HCM các biện pháp thực hiện Nghị quyết số 128 đối với các hoạt động sau: Tổ chức hoạt động tập trung trong nhà, ngoài trời; Cơ sở kinh doanh các dịch vụ có nguy cơ lây nhiễm cao như vũ trường, karaoke, massage, quán bar, internet, trò chơi điện tử, làm đẹp và các cơ sở khác do địa phương quyết định; Cơ sở làm tóc (bao gồm cắt tóc); Hoạt động bán hàng rong, vé số dạo…
Cụ thể từng loại hình sẽ được hoạt động theo các cấp độ như sau:
Đối với các tổ chức hoạt động tập trung trong nhà, ngoài trời:
- Cấp 1: Không hạn chế số người tham gia.
- Cấp 2: Số người tập trung tối đa không quá 75% sức chứa, người tham gia đã tiêm đủ liều vắc xin hoặc đã khỏi bệnh Covid-19 hoặc có giấy xét nghiệm âm tính trong vòng 72 giờ.
- Cấp 3: Số người tập trung tối đa không quá 50% sức chứa, người tham gia đã tiêm đủ liều vắc xin hoặc đã khỏi bệnh Covid-19 hoặc có giấy xét nghiệm âm tính trong vòng 72 giờ (Hoạt động ngoài trời phải bảo đảm khoảng cách 1,5m).
- Cấp 4: Số người tập trung tối đa không quá 25% sức chứa, người tham gia đã tiêm đủ liều vắc xin hoặc đã khỏi bệnh Covid-19 hoặc có giấy xét nghiệm âm tính trong vòng 72 giờ (Hoạt động ngoài trời phải bảo đảm khoảng cách 2m).
Đối với cơ sở kinh doanh các dịch vụ có nguy cơ lây nhiễm cao như vũ trường, karaoke, mát xa, quán bar, internet, trò chơi điện tử, làm đẹp và các cơ sở khác do địa phương quyết định:
- Cấp 1: Người làm việc phải được tiêm đủ liều vắc xin hoặc đã khỏi bệnh Covid-19, người tham gia đã được tiêm đủ liều vắc xin hoặc đã khỏi bệnh Covid-19 hoặc có giấy xét nghiệm âm tính trong vòng 72 giờ.
- Cấp 2: Hoạt động không quá 50% công suất, người làm việc phải được tiêm đủ liều vắc xin hoặc đã khỏi bệnh Covid-19, người tham gia đã được tiêm đủ liều vắc xin hoặc đã khỏi bệnh Covid-19 hoặc có giấy xét nghiệm âm tính trong vòng 72 giờ.
- Cấp 3: Hoạt động không quá 25% công suất, người làm việc phải được tiêm đủ liều vắc xin hoặc đã khỏi bwnhj Covid-19, người tham gia đã được tiêm đủ liều vắc xin hoặc đã khỏi bệnh Covid-19 hoặc có giấy xét nghiệm âm tính trong vòng 72 giờ.
- Cấp 4: Ngừng hoạt động.
Đối với cơ sở làm tóc (bao gồm cắt tóc):
- Cấp 1: Người làm việc phải được tiêm đủ liều vắc xin hoặc đã khỏi bệnh Covid-19.
- Cấp 2: Hoạt động không quá 75% công suất, người làm việc phải được tiêm đủ liều vắc xin hoặc đã khỏi bệnh Covid-19.
- Cấp 3: Hoạt động không quá 50% công suất, người làm việc phải được tiêm đủ liều vắc xin hoặc đã khỏi bệnh Covid-19.
- Cấp 4: Hoạt động không quá 25% công suất, người làm việc phải được tiêm đủ liều vắc xin hoặc đã khỏi bệnh Covid-19.
Đối với hoạt động bán hàng rong, vé số dạo,…:
- Cấp 1: Hoạt động bình thường.
- Cấp 2: Hoạt động bình thường.
- Cấp 3: Người tham gia phải được tiêm đủ liều vắc xin hoặc đã khỏi bệnh Covid-19.
- Cấp 4: Ngừng hoạt động
