Trên thực tế, Huawei vốn luôn được biết đến là công ty đầu tư mạnh vào R&D (nghiên cứu và phát triển), họ đã rót hàng trăm triệu USD cho Futurewei trong gần 2 thập kỷ qua. Đầu năm 2000, Huawei đã đưa ra chiến lược “toàn cầu hóa” trong một nỗ lực nhằm chuyển từ hình ảnh một nhà cung cấp viễn thông Trung Quốc thành một đơn vị cung cấp dịch vụ di động toàn cầu. Đó là tinh thần thúc đẩy Huawei để hình thành nên văn phòng tại Plano ở Mỹ vào năm 2001 và bắt đầu xây dựng các trung tâm nghiên cứu phát triển trên khắp cả nước.

Năm 2011, Huawei đã đánh dấu kỷ niệm 10 năm có mặt tại Mỹ bằng việc mở một trung tâm nghiên cứu phát triển rộng 19.000 m2 tại California. Thời điểm đó công ty nói rằng họ đang tập trung phát triển “giải pháp viễn thông thế hệ mới cho khách hàng Mỹ trong khi vẫn ủng hộ nỗ lực nghiên cứu, phát triển toàn cầu của Huawei”.

Tuy nhiên hoạt động kinh doanh trở nên khó khăn hơn cho Huawei tại Mỹ trong những năm gần đây sau khi phía Mỹ đã công bố báo cáo nói rằng công ty này có khả năng làm nguy hại cho an ninh quốc gia và bảo mật thông tin người dùng. Huawei thì một mực chối bỏ cáo buộc này.

Sự việc càng trở nên tồi tệ hơn khi vào tháng 5, phía Mỹ đã thêm Huawei và 69 chi nhánh của họ vào danh sách đen xuất khẩu, cấm các công ty Mỹ bán hàng cho họ mà không có giấy phép. Đây giống như một cú đấm vào Huawei, khiến họ không thể mua được linh kiện từ các nhà cung cấp Mỹ như Google và Intel.
