Ông Trần Quốc Anh, Giám đốc Khối khách hàng cá nhân, Ngân hàng HDBank chia sẻ trong hội thảo “Thúc đẩy chuyển đổi số trong ngành ngân hàng” tổ chức mới đây, việc thiếu hành lang pháp lý kích thích người dùng có thể khiến Việt Nam mất đi cơ hội phát triển hình thức thanh toán này để phục vụ cho một lượng lớn khách hàng. Khi phát triển công nghệ số sẽ liên thông đến các tổ chức tín dụng hay các công ty Fintech của nước ngoài. Nó giống như việc chúng ta chấp nhận thẻ Mastercard hay Visa cho người nước ngoài dùng. Chúng ta phải nhìn nhận nó như một cơ hội cho các hộ kinh doanh cá thể khi phục vụ cho khách du lịch sử dụng các công cụ thanh toán của người nước ngoài ở Việt Nam.
Đại diện HDBank cho biết: “Sự phổ biến của các ví quốc tế khá lớn, nhưng chúng ta lại chưa có hành lang pháp lý để kích thích người tiêu dùng nước ngoài sử dụng đồng tiền của họ tại Việt Nam thông qua các ví ngoài các thẻ quốc tế đang có”.
Vị này cũng nêu ra một thực trạng các vấn đề tiêu cực trong thanh toán ví quốc tế tại Việt Nam suốt thời gian qua và không kiểm soát được doanh số thật có thể khiến Việt Nam “mất cả hai” khi không kích thích được khách nước ngoài tiêu dùng tại Việt Nam và thất thu các thuế ngoài sổ sách. “Nếu chúng ta thanh toán được một cách công khai minh bạch thì vấn đề này có thể đem lại lợi ích cho cả người dân và Nhà nước”.
Trong khi đó, ông Nguyễn Đình Thắng, Chủ tịch HĐQT Ngân hàng Liên Việt PostBank cũng cho rằng một thực trạng tại Việt Nam hiện nay là người dùng không “để tiền trong ví”. “Bây giờ hầu hết các ví điện tử không có tiền vì người dân không để tiền trong ví. Cứ hết khuyến mãi là hết tiền, toàn ví rỗng”, ông Thắng nói.
Nhà nước đang triển khai chính sách thúc đẩy thanh toán không dùng tiền mặt. Nhưng có cơ chế nào cho người dân không dùng tiền mặt nữa? Khó nhất là có cơ chế để người dân “cho tiền vào ví điện tử”. Do đó, Ngân hàng Nhà nước phải có hướng dẫn và các ngân hàng phải chọn lựa cánh tay nối dài của mình để người dân có thể bỏ tiền trong ví điện tử, Chủ tịch Ngân hàng Liên Việt PostBank nói thêm.

Theo đánh giá của ông Nguyễn Hồng Sơn, Phó Trưởng Ban Kinh tế Trung ương, thời gian qua ngành tài chính ngân hàng đã có những bước đi tiên phong trong chuyển đổi số. Những tiến bộ trong công nghệ tài chính (Fintech) đều được các ngân hàng Việt Nam nhanh chóng phát triển ứng dụng như: thanh toán qua di động, qua mã QR chuẩn hóa, ví điện tử, số hóa thông tin thẻ, thanh toán thẻ chíp đối với thẻ nội địa… Những chuyển đổi này giúp hệ thống ngân hàng Việt Nam nâng cao năng lực cạnh tranh, mở rộng khả năng tiếp cận dịch vụ ngân hàng tới mọi người dân, đặc biệt là người dân ở nông thôn, vùng sâu vùng xa không có điều kiện tiếp cận các dịch vụ ngân hàng truyền thống.
Thống kê cho thấy, hiện nay đã có khoảng 76 tổ chức tín dụng triển khai dịch vụ thanh toán qua Iternet, 44 tổ chức tín dụng triển khai dịch vụ thanh toán qua di động, trong đó 24 ngân hàng đã triển khai dịch vụ thanh toán QR Code. Toàn thị trường có hơn 30.000 điểm chấp nhận thanh toán QR Code. Về xu hướng phát triển, có tới 92% ngân hàng xây dựng chiến lược phát triển về ứng dụng trên Internet và thiết bị di độngtài chính ngân hàng được xem là lĩnh vực có thay đổi.
Về vấn đề này, ông Nguyễn Đình Thắng cũng cho rằng tài chính ngân hàng phải là lĩnh vực tiên phong đi trước để làm động lực thúc đẩy cho chuyển đổi số quốc gia.
“Các ngân hàng bắt buộc phải chuyển đổi số và coi đó là một quá trình dài, có thể trong 5-10 năm chưa chắc đã chuyển đổi xong. Vì muốn chuyển đổi số ở tất cả các lĩnh vực của ngân hàng từ hoạch định chiến lược, vận hành, quản trị rủi ro… thay vì chỉ đưa các dịch vụ online đến cho khách hàng như hiện nay”.
Tuy nhiên, khó khăn lớn nhất trong xây dựng ngân hàng số là thể chế chưa rõ ràng và vướng mắc trong chia sẻ dữ liệu. “Hiện chưa có quy định cụ thể thế nào là ngân hàng số, ví điện tử, thẻ phi vật lý,… Các ngân hàng sợ nhất là rủi ro pháp lý, do vậy Ngân hàng Nhà nước phải có quy định rõ ràng để các ngân hàng không gặp phải rủi ro khi triển khai ngân hàng số”.
Ngoài ra, các ngân hàng hay doanh nghiệp Fintech phải có sự chia sẻ, kết nối với nhau. “Hiện nay Việt Nam có mấy chục ví điện tử nhưng chưa ví nào nhìn thấy nhau, chưa thể chuyển tiền sang nhau được. Do đó, nhà nước phải có cơ chế cho phép chia sẻ giữa các ví điện tử trong nước và quốc tế”.
