“Trước tiên phải lập tức thành lập các đường dây nóng của Ban Chỉ đạo quốc gia để doanh nghiệp, người dân kịp thời phản ánh bất cập ở địa phương, các hành vi vi phạm Nghị quyết 128”, TS. Vũ Tiến Lộc kiến nghị.
Tại buổi toạ đàm do Tiền Phong tổ chức vừa qua, TS. Vũ Tiến Lộc, Ủy viên Ủy ban Kinh tế của Quốc hội, Chủ tịch Trung tâm Trọng tài Quốc tế Việt Nam đánh giá Nghị quyết 128 Chính phủ chính là một sự mở cửa, cởi trói, để mọi thứ trở lại bình thường, để cho “cá về với nước, chim trở lại bầu trời”.
Tuy nhiên ông cũng kỳ vọng nghị quyết của Chính phủ trực tiếp áp dụng xuống doanh nghiệp và người dân mà không cần hướng dẫn của Bộ Y tế và địa phương. Bởi theo TS. Vũ Tiến Lộc, không phải lãnh đạo địa phương nào cũng nhận thức được chủ trương từ Chính phủ. Thậm chí, một số địa phương vẫn đòi hỏi “Zero COVID”, đưa ra các quy định ngặt nghèo, đặc biệt trong việc đi lại, lưu thông.
Để thúc đẩy quá trình chuyển đổi trạng thái phòng, chống dịch an toàn, hiệu quả, Uỷ viên Uỷ ban Kinh tế Quốc hội kiến nghị, trước tiên phải lập tức thành lập các đường dây nóng của Ban Chỉ đạo quốc gia để doanh nghiệp, người dân kịp thời phản ánh bất cập ở địa phương, các hành vi vi phạm Nghị quyết 128. “Điều này hoàn toàn khả thi”, ông Lộc nói. Khi địa phương ngăn sông cấm chợ tại các chốt, các cửa ngõ người dân có thể gọi đến đường dây nóng phản ánh và được xử lý ngay.
Thứ hai, cần khuyến khích tất cả các địa phương đưa ra các quy định nới lỏng hơn. Điều quan trọng trước mắt là làm sao thực hiện đúng Nghị quyết 128. Tuy nhiên, về lâu về dài, ông Lộc cho rằng, phải có Bộ Luật sống chung với dịch, áp dụng được trực tiếp, không cần các văn bản hướng dẫn.
“COVID-19 qua đi, có thể vi rút khác sẽ xuất hiện, chúng ta sẽ bước vào thời kỳ nhiều bất ổn, lắm rủi ro do biến đổi khí hậu, hệ lụy của Cách mạng 4.0… Do đó, Bộ Luật sống chung là cần kíp. Quốc gia và doanh nghiệp đều phải biết quản lý rủi ro, phòng ngừa tranh chấp”, ông Lộc lý giải.
Theo đại biểu Quốc hội này, dịch bệnh COVID-19 khiến chúng ta ngộ ra rất nhiều điều, có lẽ chúng ta không nên theo hướng thành lập các đại công trường, siêu đô thị… Đến khi có tình huống bất ngờ lại lúng túng và không kịp phục hồi. Thay vào đó, nên tập trung vào những ngành có giá trị gia tăng cao như ngành du lịch… “Chúng ta không thể cứ mãi gia công được”, ông nhấn mạnh.
Về phía Nhà nước, Chủ tịch Trung tâm Trọng tài Quốc tế Việt Nam cho rằng, đầu tiên phải trợ thở, cung cấp oxy cho doanh nghiệp, mà Nghị quyết 128 vừa qua là một ví dụ. Ông cũng cho rằng, trong khó khăn này, chúng ta cần phải “học khiêu vũ dưới mưa để thích nghi với bão”.
Thứ nữa, cần có cơ chế đặc thù cho giai đoạn tái khởi động nền kinh tế trong 2 năm tới. Các thủ tục hành chính rút gọn tối đa trong 2 năm này, “cởi trói” và “giải phóng” mạnh mẽ cho doanh nghiệp, cơ quan Nhà nước chỉ hậu kiểm thôi. Thể chế minh bạch vẫn là điều doanh nghiệp quan tâm nhất. Doanh nghiệp cần nhất là môi trường kinh doanh thuận lợi.
Cùng với đó là đẩy mạnh các gói hỗ trợ tiền tệ và an sinh xã hội. Chúng ta đã cố gắng giảm nợ công, quỹ dự trữ cũng khá lớn. Điều cần làm hiện tại là hỗ trợ về tài chính do doanh nghiệp. Nhà nước cũng yêu cầu ngân hàng tạo điều kiện hơn cho doanh nghiệp.
“Nhà nước phải có quỹ bảo lãnh tín dụng, hỗ trợ lãi suất cho ngân hàng. Giảm một số loại thuế như thuế thu nhập, mở rộng phạm vi áp dụng thuế giá trị gia tăng, vừa giảm bớt gánh nặng cho người dân và kích cầu doanh nghiệp”, TS Vũ Tiến Lộc kiến nghị.
Ông cũng lưu ý, các chính sách hỗ trợ người lao động nên thông qua doanh nghiệp, không cần phải qua địa phương. “Hãy tin doanh nghiệp hơn, chúng ta khó khăn vì chưa thực sự tin tưởng doanh nghiệp. Phải tin doanh nghiệp như tin chính quyền, doanh nghiệp phải trở thành chủ thể”, ông lưu ý.
Cũng theo đại biểu thuộc Uỷ ban Kinh tế, doanh nghiệp cần học nhiều hơn thay vì chỉ mải làm ăn kinh tế, không học thì sẽ không trụ được. Phải thay đổi, bắt đầu hành trình khởi nghiệp lần thứ hai, phải sáng tạo hơn rất nhiều. Do đó, các địa phương phải đẩy mạnh các chương trình hỗ trợ, đào tạo cho họ.
Cuối cùng, theo TS. Vũ Tiến Lộc, cần tổ chức mạnh mẽ các chương trình thúc đẩy đầu tư, xúc tiến thương mại. Các doanh nghiệp nên hợp tác, chia sẻ và hỗ trợ lẫn nhau.
