UBND TP.HCM đề xuất xây dựng dự án cao tốc TP.HCM – Mộc Bài

Dự án cao tốc TP.HCM – Mộc Bài có tổng mức đầu tư giai đoạn 1 là 15.900 tỉ đồng, sẽ được đầu tư theo phương thức đối tác công tư (hợp đồng BOT).

Sáng 18.10, tại kỳ họp thứ 3, HĐND TP.HCM khóa X, nhiệm kỳ 2021 – 2026, Phó chủ tịch UBND TP.HCM Lê Hòa Bình đã trình tờ trình về đề xuất thực hiện dự án đầu tư xây dựng đường cao tốc TP.HCM – Mộc Bài.

Theo đó, dự án này có tổng mức đầu tư giai đoạn 1 là 15.900 tỉ đồng, trong đó có hơn 5.400 tỉ đồng chi phí xây dựng; hơn 1.800 tỉ đồng chi phí quản lý dự án, tư vấn đầu tư, lãi vay; hơn 7.400 tỉ đồng chi phí bồi thường giải phóng mặt bằng, hỗ trợ, tái định cư (trên địa bàn TP.HCM là 5.900 tỉ đồng).
Thời gian thực hiện dự án giai đoạn 1 dự kiến từ năm 2021 – 2025.
Theo UBND TP.HCM, mục tiêu đầu tư của dự án đầu tư xây dựng đường cao tốc TP.HCM – Mộc Bài là đáp ứng nhu cầu đi lại, vận chuyển hàng hoá, giảm tải cho Quốc lộ 22.

Đây sẽ là tuyến giao thông cao tốc Xuyên Á, kết nối các trung tâm kinh tế, khu kinh tế cửa khẩu, các đô thị của Vùng kinh tế trọng điểm phía Nam với các đầu mối cảng biển, cảng hàng không quốc tế và khu vực kinh tế ASEAN. Đồng thời, phát huy lợi thế các tuyến cao tốc đã và đang được đầu tư xây dựng trong khu vực; góp phần nâng cao chất lượng hạ tầng giao thông, tạo bước đột phá để phát triển kinh tế – xã hội của khu vực, đảm bảo an ninh quốc phòng.
Ngoài ra, dự án này còn phát triển hạ tầng giao thông, tạo điều kiện khai thác quỹ đất phát triển đô thị dọc tuyến và các khu dịch vụ, công nghiệp phù hợp, hiệu quả.

Quy hoạch dự án cao tốc TP.HCM – Mộc Bài

Về địa điểm thực hiện, dự án đường cao tốc TP.HCM – Mộc Bài sẽ bắt đầu từ đường Vành đai 3 thuộc huyện Củ Chi, TP.HCM, tuyến đi song song Quốc lộ 22 hiện hữu; điểm cuối kết nối vào Quốc lộ 22 khu vực cửa khẩu Mộc Bài.
Theo quy hoạch, mặt cắt ngang đoạn qua địa bàn TP.HCM có 8 làn xe, đoạn còn lại trên địa bàn tỉnh Tây Ninh có 6 làn xe. Chiều dài toàn tuyến khoảng 50 km, đoạn qua TP.HCM khoảng 23,7 km và 26,3 km qua địa phận tỉnh Tây Ninh.
Riêng giai đoạn 1, thực hiện đầu tư 4 làn xe hạn chế, trên tuyến sẽ xây dựng một số nút giao liên thông với đường Vành đai 3, Tỉnh lộ 8, Vành đai 4, đường tỉnh 787B, đường tỉnh 782 và Quốc lộ 22…
Dự án đường cao tốc TP.HCM – Mộc Bài giai đoạn 1 sẽ được đầu tư theo phương thức đối tác công tư (hợp đồng BOT). Theo đó, nhà đầu tư thu phí hoàn vốn theo hợp đồng BOT; nhà nước hỗ trợ chi phí bồi thường, giải phóng mặt bằng từ nguồn vốn ngân sách của TP.HCM và tỉnh Tây Ninh.
Về công tác bồi thường, giải phóng mặt bằng, hỗ trợ, tái định cư liên quan đến dự án cao tốc TP.HCM – Mộc Bài, TP.HCM thống nhất với tỉnh Tây Ninh báo cáo Thủ tướng phân chia hai dự án thành phần bồi thường, giải phóng mặt bằng, hỗ trợ, tái định cư qua địa phận từng địa phương và thực hiện quy định pháp luật về đầu tư công.
