Nghiên cứu khoa học và công bố quốc tế là hoạt động thúc đẩy học thuật và nâng cao uy tín của trường ĐH. Trong quá trình tự chủ tài chính, các trường ĐH Việt Nam đang khởi động một cuộc chạy đua để khen thưởng cá nhân có bài báo khoa học đăng trên tạp chí quốc tế hàng đầu. Tuy có nhiều trường ĐH địa phương chi mạnh hàng trăm triệu đồng tiền thưởng nhưng vì sao hoạt động nghiên cứu và công bố vẫn chưa thể khởi sắc?
Mức thưởng chính quy thấp, các trường ĐH tự chủ tài chính chạy đua khen thưởng, ĐH Duy Tân có thể thưởng cá nhân xuất sắc tới gần 10.000 USD
Cơ chế khuyến khích hoạt động khoa học và công nghệ đã được luật định từ lâu. Gần đây nhất là ngày 15-8-2018, Bộ Giáo dục và Đào tạo ban hành Quyết định 2981 về việc thưởng cho 1.376 bài báo công bố trên tạp chí khoa học quốc tế uy tín trong danh mục ISI, SCI, SCIE năm 2017.
Tuy nhiên, với tổng chi phí thưởng là 5 tỷ đồng thì tính trung bình mức thưởng chia đều cho mỗi bài báo khoảng hơn 3,6 triệu đồng, chỉ ngang ngửa mức lương tháng đầu vào ngạch thấp nhất của một công chức chính thức.
Chính vì mức thưởng chính quy thấp, các trường ĐH được hưởng cơ chế tự chủ tài chính bắt đầu khởi động một cuộc chạy đua mới về khen thưởng các nhà khoa học, nhằm giữ chân nhân tài và nâng cao uy tín nhà trường.
Những chuyển động đầu tiên đến từ hai hệ thống Đại Học Quốc Gia, hai đầu tàu khoa học của cả nước. Năm 2018, Giám đốc ĐHQG-HCM đưa ra chính sách khen thưởng tối đa 40 triệu đồng/công trình khoa học.
Trong các thành viên thuộc ĐHQG-HCM, Đại học Kinh tế Luật (UEL) đang nổi lên như một “đại gia hào phóng” khi nâng mức thưởng cao nhất cho một bài báo khoa học từ sau ngày 18-9-2018 lên gấp 14 lần.
Trước đó, bài báo khoa học đăng tạp chí ISI của một nhà khoa học thuộc UEL chỉ được thưởng 10 triệu đồng và đây là mức tối đa. Sang năm 2018, theo quy định mới, bài báo do nhà xuất bản uy tín ấn hành cũng được thưởng mức tối thiểu 20 triệu đồng. Riêng bài đăng tạp chí ISI đạt chất lượng khoa học theo tiêu chuẩn có thể nhận mức thưởng 140 triệu đồng.
Ngoài các trường ĐH dựa vào sức mạnh hệ thống, các trường tự chủ đơn lẻ bắt đầu vươn lên khẳng định vị thế bằng chính sách khen thưởng.
ĐH Kinh tế TP.HCM sẵn sàng chi từ 30 triệu đến 200 triệu đồng cho một bài công bố trên dữ liệu ISI, Scopus, ABDC. ĐH Khoa học Thái Nguyên tuyên bố thưởng 20 triệu cho cá nhân có công bố ISI mà không được hỗ trợ kinh phí của bất kỳ cơ quan nào.
ĐH Duy Tân hiện là một ĐH địa phương ở Đà Nẵng nổi lên trong top đầu danh sách nghiên cứu khoa học của cả nước. Trường này chi thưởng hằng năm cho các cá nhân có kết quả nghiên cứu xuất sắc từ 45 triệu đồng đến 225 triệu đồng (tương đương 10.000 USD).
Ngoài mức thưởng hậu hĩnh, ĐH Duy Tân còn thưởng thêm kinh phí 5 triệu đồng/tháng đối với giảng viên làm nghiên cứu sinh, hỗ trợ tiền thuê nhà cho các tiến sĩ được đào tạo ở nước ngoài.
Cuộc chạy đua thưởng nóng cho nhân tài đã đem đến kết quả rõ rệt cho các trường ĐH mạnhtay chi thưởng bằng việc tăng trưởng thành quả công bố quốc tế trong một thời gian ngắn. Tuy nhiên, đây chỉ là kết quả cục bộ. Các chuyên gia trong nước đều đánh giá hoạt động nghiên cứu khoa học nhìn chung vẫn chưa thể khởi sắc.

Tinh thần “Publish or perish” (công bố hay là chết) vẫn chưa được đề cao ở môi trường học thuật trong nước. Năng lực tiếng Anh học thuật hạn chế, thiếu kỹ năng viết bài chuyên môn, không có tinh thần phản biện, thiếu sự đầu tư thỏa đáng về thời gian, sức lực và chất xám là những yếu tố khiến cho bài viết của các nhà khoa học Việt Nam được đăng tải ít hơn các nước khác.
Một nhà khoa học khác từ UEL là PGS.TS Phan Đức Dũng cũng khẳng định nếu tác giả nghiên cứu chỉ được đào tạo trong nước thì việc công bố quốc tế gặp rất nhiều khó khăn so với các trường hợp được đào tạo từ nước ngoài , nhận sự hỗ trợ từ các nhà khoa học trên thế giới trong quá trình học tập và nghiên cứu.
Cũng trong tham luận do ĐHQG-HCM công bố, các nhà khoa học đã kể lại câu chuyện về một đồng nghiệp tích cực nghiên cứu khoa học để bổ sung tài liệu giảng dạy cho nhà trường nhưng kết quả vẫn bị lọt khỏi danh sách bình duyệt khen thưởng. Cuối cùng, người này phải hai lần liên tiếp phản ánh mới được phát giấy khen nằm ngoài danh sách.
